A Missionary Project to Serve the Residents of the Vannes Area and the Region of Brittany

Introduction :

We invite you to discover “The PERSPECTIVES VENUE South Brittany” project in Vannes and its region, and become one of the many partners we are waiting for on this innovative project.

The South Brittany Perspectives Venue – a vision, a project, a place

- An open and welcoming space for the population of the Vannes urban area
- A church venue: where the Gospel is lived and proclaimed, where people pray and experience authentic community
- A venue that is open to all that will focus on those in need
- A meeting space for the evangelical Protestant churches in the region
- A training place (biblical, topical subjects, etc.) for the region’s churches

The “SOUTH BRITTANY PERSPECTIVES VENUE” project is built on the history of two Protestant church projects in Vannes: a missionary project established in 1984 with France Mission, and a Baptist church project established in 2015.

2024 and 2025 mark the 40th and the 10th anniversaries of these two church projects!

The PERSPECTIVES VENUE project site is located in Morbihan (South Brittany) in the heart of the Gulf of Morbihan Regional National Park. It is in the Vannes urban area, in the town of Séné

The Vannes urban area had a population of 175,000 people in 2021, but this is projected to grow by 35,000 to a total of 210,000 by 2050!

Morbihan is the French region where the population is forecast to increase the most, with an extra 900,000 residents expected by 2040.

The Morbihan way of life is exceptional – more than 900km of coastline, over 160 beaches, a sheltered Gulf linked to the Atlantic Ocean and over 40 islands.

 

A project Integrated Into its Locality – an Exceptional and Attractive Location

The site of the PERSPECTIVES VENUE project is located at 16 rue de Lorraine in the town of SENE.  It is located in a business park called the “Zone du Poulfanc” which is to the east of Vannes, and close to an area which has recently been urbanised, including the construction of several new blocks of flats. It’s a lively business park which is close to several residential areas and which receives hundreds of visitors each week.

The municipality has recently developed a new zone of activity (shops, banks, restaurants, etc.), services (community buildings, etc.) and housing in the southern part of this area, which has resulted in a significant influx of new residents.

Advantages of this location for the “South Brittany Perspectives Venue”:

# A mission field providing the opportunity for the growth of the church due to a significant increase in the local population (the attractive lifestyle) and significant numbers of additional visitors during the tourist season

# The location is in close proximity to existing partners of the PASSERELLES Protestant Family Association: the Emmaüs charitable organisation, AMISEP (a government funded organisation which connects, retrains and assists those wishing to enter the job market), CCAS (government social services) and organisations that provide emergency accommodation (overnight accommodation, hotels)

# The site is located on a through route that is used on a weekly basis by hundreds of people who visit the different charity shops run by the Emmaüs organisation.  As such, it would be an excellent location for a venue that would be open to the local community, a place to welcome people during the week throughout the year.

# The ‘Regional Park’ national framework allows the church to propose a quality renovation project which would result in an energy efficient building.  The church would be able to demonstrate to the local community the role that Christians and churches have in the preservation of God’s creation with specific local projects.

# The church would be able to host a number of artistic events in the venue, including exhibitions of local art and the organisation of concerts.

# The Perspectives church union has the objective of creating 4 centres of activity and development in Brittany.  Currently the union has larger venues, based in Rennes, Saint Brieuc and Brest.  Vannes would become the 4th centre, covering the south Brittany region.  These four cities have good road and rail links between them.

A bit of history and context

A Missionary Project in Vannes, Established by France Mission 40 Years Ago:

Claude et Annette Broux

In the 1950s, a missionary couple started a new evangelisation project in Brittany working with France Mission. Their names were Claude and Annette Broux, and they worked in the “Ile et Vilaine” and “Côtes d’Armor” regions of France, mainly on the north coast of Brittany from Saint Malo to Morlaix.  They travelled around this area of Brittany with a tent, organising evangelisation events in different locations.

Today, the France Mission organisation has become the PERSPECTIVES union of churches, which has over a dozen churches in the north west of France.  It is this mission that started a church group in Vannes in 1984 thanks to the work of pioneer church planters.

In 1984, the missionary couple André and Annette Peythieu planted an evangelical Protestant church in Vannes with France Mission.

This work was based around the evangelical witness of small groups who were present at the Vannes market with bibles and Christian books.

The missionary couple André and Annette Peythieu was assisted by another missionary couple from the United States: Jim and Delia Percy who were France Mission’s first American missionaires (1964-1987).

A development project for the building was proposed by Jim Percy to impact the Vannes region, but this project did not go ahead.

In the 1990s the church started renting and then bought a building … the current building on the Poulfanc business park at Vannes-Séné!

Unfortunately, over time, attendance has dwindled and the building has not been maintained and adapted due to insufficient funds.  The building no longer meets the building regulations required to welcome the public.  Today, the building needs a new start, a new project to meet the needs of the Vannes region - the building needs to be entirely renovated and extended as part of this project.

A Baptist Church Plant Established 10 Years Ago by Families from Vannes and Séné:

Dominique et Martine SABEL

In 2015 an evangelical Protestant family planted a new Baptist church in Vannes. The project started with a house group of a dozen people.

Dominique and Martine Sabel had the vision for this project, with their daughter Miryam and her husband Samuel, starting with house group meetings and then moving to monthly and then weekly services.

Passerelles

A church-planting project was started with a vision based on: “ a church open to the City, a welcoming church, a church connected with other local churches”

The “Passerelles” Protestant Family Association was created in 2015
to provide assistance to people in need in Vannes to demonstrate the love for one’s neighbour taught in the Bible.  The young church was also behind the creation of a Protestant chaplaincy in the local hospital network.

The Passerelles organisation and the chaplaincy are now recognised and appreciated for their support to family life in the community.

The congregation that was formed grew and developed: 4 adults and 2 children in 2015, became a dozen people in 2016 and continued to grow annually until a group of over 50 adults and 30 children was involved by 2025.

The “Passerelles” association has helped over 40 families each year over the last 10 years (emergency accommodation, assistance with food and transport, home visits …).

The church is currently meeting in provisional premises for which the lease ends at the end of March 2025.  The Passerelles association does not have premises which are suitable to welcome families and develop aid programs for those in difficulty and to use for children’s activities in the church. The chaplaincy does not have its own office space either.

The Vannes church joined the Perspectives church union in 2024 and is engaging in prayerful reflection on the needs of the church community and the future of the building at Vannes-Séné.

PERSPECTIVES
Multiple churches, one mission

Impact of the Perspectives Venue project :

# The project will make it possible to develop and strengthen an evangelical Protestant presence in Vannes urban region: the agglomeration of Vannes should have around 17 evangelical churches on the basis of one evangelical church per 10,000 inhabitants, yet it currently only has 6.

# The Vannes region needs a recognized evangelical Protestant church that is integrated into Perspectives and the CNEF (French Evangelical National Council) that is capable of welcoming around 120 people for regional meetings.

The Church and Building Project: the South Brittany Perspectives Venue

The vision and objective of the project are to erect a building on a site that is visible, accessible and integrated into the local community:

  • A place that is open to the local population and will welcome everybody
  • A building for announcing the Christian Gospel and facilitating church life
  • A place that can be used to meet the social needs of people in difficulty

To implement this project, the church needs a building that is large enough and can be used for the following:

  • Church services that can welcome 120 people, providing premises to the existing team of a pastor, 6 preachers and 3 worship groups
  • Celebrations of life stages and seasonal events: baptisms, marriages, funerals, Christmas, Easter etc.
  • Activities for children and youth. The church currently has three groups: younger children, older children and a youth group
  • Welcoming people before the service and serving drinks afterwards
  • Sharing meals after services and other events
  • Evangelisation projects in the local area
  • Training events for both the local and the wider church (churches in the “Perspectives West” region, churches in the Morbihan CNEF organisation
  • A Christian book stand and a lending library to share and loan books
  • Church meetings : the pastoral team, the church council, prayer meetings, bible studies etc.
  • Meetings of the pastoral teams from local churches for the “Perspectives West” region and the Morbihan CNEF organisation
  • Welcoming families and people being assisted by the Passerelles Protestant Family Association: encouragement, food aid and hygiene products, administrative advice, community time, meals, etc.
  • Organisation of themed meetings
  • Organisation of concerts and exhibitions

The requirements for the premises have been listed in the following table.

A draft requirements plan was developed and submitted to SOCOMETAL (a building project management company) who are working on a preliminary project and the associated project costing).

The Estimated Budget

The building costs include :

  • The demolition of the current building (structure and foundation) after an asbestos investigation
  • The excavation and back-filling of the land behind the existing building
  • The construction of a building with :
    • A main hall for church services at the rear of the land
    • Multipurpose rooms, an office and a reception area with a tea room at the front
    • The main building entrance on the west side
    • A design that meets the regulations for public buildings
    • Outdoor space and access to parking spaces in the locality (outside the main plot)
    • Appropriate equipment and furniture

# September 2024 : consultation and reflection with the Perspectives church union

# October 2024 to January 2025 : establishment of a steering committee and working groups responsible for identifying the project requirements and developing a preliminary architectural project and a communication plan

# January – February 2025 : project modelling and costing by the project manager company SOCOMETAL

# From February 2025 : fund raising and adaptation of the project according to the budget and resources

# After finalisation and approval of the financing plan :

  • Filing the building permit request (reply typically received after 6 months)
  • Completion of the building work when the permit is granted (expected duration of between 9 and 12 months)
